طرحت أزمة الكورونا مسألة إدارة الأزمات في المستوى المحلي ومدى استعداد البلديات لمواجهة مختلف أشكالها خصوصا في ظل تعددها وتكرارها في السنوات الأخيرة كالفيضانات وموجات البرد أو الحوادث الخطيرة كحوادث المرور والتلوث. فمعالجة هذه الأزمات لا يجب أن يقتصر على المستوى الوطني والمركزي بل يجب أن يشمل أيضا البلديات باعتبار قدرتها على التدخل السريع والناجع في بعض مجالات إدارة الأزمات، في المقابل تواجه البلديات عديد الإشكاليات المتعلقة بالإدارة الكفؤة للأزمات.
فهل أن بلدياتنا مستعدة لمواجهة هذه الأزمات على المستوى البشري والمالي وحتى في مستوى المخططات العمرانية؟ وهل لديها مخططات لمواجهة الأزمات وهل تمتلك التدريب الجيد لمواجهتها؟ وما مدى تفاعلها وتعاونها مع مختلف المتدخلين كالسلطة المركزية والولاية والمجتمع المدني والقطاع الخاص ومختلف المواطنين لمجابهة هذه الأزمات بعيدا عن عقلية التنافس وتكريسا لمبدأ التعاون والتشارك في ظل الانعكاسات الخطيرة لهذه الأزمات.
سنحاول الإجابة على أهم هذه النقاط في الندوة على الخط التي ستنظمها جمعية انشر بالتعاون مع منظمة فريدريش نومان مكتب تونس وليبيا يوم الخميس 16 أفريل 2020.
The Corona crisis raised the issue of crisis management at the local level and the extent to which municipalities are prepared to face various crisis forms such as floods, cold waves or serious accidents such as traffic accidents and pollution.
The treatment of these crises should not be limited to the national and central levels, but must also include the municipalities, given their ability to intervene quickly and efficiently in some areas of crisis management. In contrast, the municipalities face many problems related to efficient crisis management and their abilities to deal with such disaster.
Are Tunisia municipalities ready to face these disasters at the human and financial levels? Do they have plans to deal with crises and are they well prepared to deal with them? What is the extent of their interaction and cooperation with the various stakeholders, such as the central authority, civil society, private sector and citizens to confront these crises away from the mentality of competition and consecrate the principle of cooperation and partnership in light of the serious repercussions of these crises?
